【摘要】:1.1TheEmergencyMedicalServicesManagementInformationSystem(EMS-MIS)servesasaframeworkforthemanagementandlinkageofdatadocumentingthecompleteemergencyepisodefromonsetthroughthepre-hospital,emergencydepartment,andhospitalphasestofinaldischarge.Thisdocumentestablishesastandardguidelinefortheplanning,development,andmaintenanceofanEMS-MISframework,includinglinkageamongpre-hospital,hospital,andotherpublicsafetyorgovernmentagencies.TheresultantEMS-MISshouldbecapableofmonitoringthecomplianceofanEMSsystemwithitsestablishedsystemstandards,andprovideanobjectivebasisuponwhichdifferentEMSsystemscanbecomparativelyevaluated.1.2EMS-MISGoals1.2.1Tomanagedataregardingresponsetoamedicalemergency.1.2.2Toprovideaprocessforobtaininganddocumentingobjective,reliabledata.1.2.3ToprovideinformationthatcanbeusedtoaffectoperationalchangesinanEMSsystemleadingtothedeliveryofbetterqualityemergencymedicalcare.1.2.4Toprovideinformationtoguidetherationalinvestmentoflocal,state,andnationalresourcestoimproveandmaintainEMS.1.3ThisguidewillstandardizedataneededfordecisionmakingatvariouslevelsoftheEMSsystem,andoffersuggestionsastotheappropriateuseofthisinformation.1.4Thisguidecommentsonseveralpossibleconfigurationsforinformationflowanddataprocessing,recognizingthatnooneconfigurationisbestsuitedtoallcircumstances.1.5Thisguidefocusesonpre-hospitalmedicalactivities,includingemergencyresponses,scheduledtransports,andallinterinstitutionaltransfers.1.6ThisguideaddressesEMS-MIStechniquesapplicabletotheinternaloperationsofoutpatientandinpatientfacilitiesaswellaspre-hospitalcareproviders.1.7Thisguidewillnotaddressspecializeddatasystemsandapplicationssuchastraumaregistries,butwillallowforinterfacingwithsuchapplications.1.8Thisguidewillnotaddresscomputer-aideddispatch(CAD)systems,norsystemstatusmanagement(SSM)applications,butwillallowforinterfacingwithsuchapplications.
